As a matter of fact, there is. The City of Sacramento Code Enforcement Department has a team dedicated to vehicle abatement within the city limits. The Code Enforcement Department utilizes California Vehicle Code (CVC) Section 22651(k) to enforce 72-hour parking on the city/public street. Vehicles are marked, photographed, and tagged with a 72-hour notice advising the vehicle is subject to tow if not moved within the 72-hour time frame. To report illegally parked vehicles, you can call 311 or use the 311 app on your smartphone.
