The lights that are on to deter copper theft. They belong to the contractor and have not been taken over yet by the City. When we accept the lights we will take steps to secure the wire and turn the lights out during the day. The City is paying the bill, but it is a flat rate, not metered, so we’re not paying more for the lights to be on 24/7.
