The Sacramento Police Dept. have arrested 27-year-old Billy Vang on suspicion of exposing his genitals to female joggers last month in Natomas.

On Nov. 16 at about 8 a.m. a 22-year-old woman was jogging with her dog near Duckhorn and Saintsbury Park, Drive, near Hummingbird when an Asian male adult reportedly pulled alongside her in his vehicle. The driver of the vehicle yelled at the victim to get her attention, removed a jacket from his lap, and proceeded to touch himself. The victim shouted at the suspect, ran away and later reported the incident to police.
Less than a week later, on Nov. 20 at about 6:54 a.m., a 24-year-old woman was out jogging in the same area, near Hummingbird Park, when she noticed a black sedan was following her. The Asian male driver reportedly exited the vehicle, exposed his genitals and began to touch himself in front of the jogger. The victim ran home, called the police and provide the investigating officers with a suspect description as well as the license plate number from the suspect vehicle.
Officers from the Crime Suppression Unit were able to identify the suspect in both instances as Vang. Their findings were forwarded to the Sacramento County District Attorney’s Office for review and a warrant was subsequently issued for Vang’s arrest.
Vang was taken into custody without incident and booked into Sacramento County main jail. Bail has been set at $50,000.
